During the Anti-Japanese War, a group of coal miners and railway workers led by Liu Hong and Wang Qiang in the Zaozhuang mining area of southern Shandong could no longer bear the oppression and brutality of the Japanese invaders. Under the leadership of the Communist Party of China, they secretly established a small but fierce guerrilla force. They carried out missions such as "grabbing machine guns by hijacking trains," "bloodshed at the foreign office," "smartly attacking ticket trains," "night raid on Linceng," "attacking General Okamura," "collecting intelligence," "seizing cloth trains," "heading to Jinan," and "going to Xuzhou." They were active along the Shandong section of the Jinyu-Pu railway line, the main railway artery of the Japanese invasion of China. They boosted the morale of the people along the railway line and effectively supported the main forces' operations against the Japanese. The local people called them the "Flying Tigers," and their official designation in the Eighth Route Army was the Railway Guerrilla Unit.
