The Independent Commission Against Corruption (ICAC) received a real-name report from the complainant Liao Yuping (played by Zhou Xiu Na), accusing Cao Yuanyuan (played by Lin Feng), a wealthy second-generation heir currently serving time in prison, of bribing prison supervisor Shen Ji Quan (played by Tan Yao Wen) and prison guards. Chief Investigator Lu Zhilian (played by Gu Tian Le) decides to go undercover in the prison. Inside the prison, former Police Superintendent Huang Wenbin (played by Lin Jia Dong), who was sent to prison by Lu Zhilian, and Cao Yuanyuan's two major factions are at odds with each other. Lu Zhilian takes the opportunity to get close to Cao Yuanyuan and gain his trust. Meanwhile, the head of the ICAC's Investigation Department Cheng Deming (played by Zheng Jia Ying) and the head of the anti-corruption bureau's Action Department Hong Liang (played by Ding Haifeng) in mainland China also join forces between Hong Kong and mainland China to work together.
