In Hong Kong, an important member of an international counterfeit currency gang, Song Zihao (played by Ti Lung), and Mark (played by Chow Yun-fat) are as close as brothers. During a trip to Taipei for a transaction, Song Zihao is betrayed by his subordinate Tan Cheng (played by Lee Siu-hang), resulting in him being shot and arrested. To avenge his good brother, Mark travels to Taiwan alone, only to be beaten and left with a limp, causing his status in the underworld to plummet. Soon after, Song Zihao's father also passes away. Song Zihao's younger brother, Song Zijie (played by Leslie Cheung), who has always idolized his older brother, discovers Song Zihao's true identity and becomes disgusted with the underworld and his brother, vowing to use his police status to eradicate the criminal organization. After being released from prison, Song Zihao, despite Mark's pleas to rebuild their glory, decides to abandon his dark past and go straight, but he is unable to gain his younger brother's forgiveness. Meanwhile, Tan Cheng, who has now become the leader of the gang, attempts to persuade Song Zihao to collaborate again. After being refused, Tan Cheng threatens to harm Song Zijie. Faced with no other option, Song Zihao decides to join forces with Mark once more to confront their powerful enemies.
