Detective Han Doo-kyoung (played by Jeon Woo-seong), caught in the eye of the storm, is caught between Mayor Park Sung-bae (played by Hwang Jung-min) and the police squad investigating him, resorting to any means necessary for his survival. The biggest antagonist, Mayor Park Sung-bae, stops at nothing to pursue his personal interests. Detective Moon Seon-mo (played by Joo Ji-hoon), under Han Doo-kyoung's orders, infiltrates Mayor Park's inner circle as a mole. On the other hand, Prosecutor Kim Cha-ryeong (played by Kwak Do-won) from the Special Investigation Task Force is also investigating Mayor Park, proving to be a ruthless character. Han Doo-kyoung, in order to succeed, unhesitatingly handles the aftermath of Mayor Park's various criminal activities and collects payment for his services. Upon learning that his wife has cancer, Han Doo-kyoung, using the excuse of raising medical expenses, earns money by any means necessary, gradually deviating from the moral standards of a police officer and embarking on a crooked path. Prosecutor Kim Cha-ryeong, who handles special cases, holds Han Doo-kyoung's weaknesses in his hands, while Detective Team Leader Do Chang-hak (played by Jung Wan-sik) also threatens Han Doo-kyoung to obtain evidence of Mayor Park's crimes. Junior detective Moon Seon-mo, who regards Han Doo-kyoung as an older brother, infiltrates Mayor Park's gang as a mole. Han Doo-kyoung finds himself stuck between two opposing forces, while Moon Seon-mo is gradually corrupted as well. Thus, these men fight for survival, with no one being the worst, only who is worse.
