Since Ah Lok (played by Andy Lau) became the administrator of Heung Luen Shing, there has finally been a transitional period of peace. However, the biennial administrator election is once again approaching. The current administrator, Ah Lok, is attached to his position and power, hoping to persuade the elders and Uncle Tang (played by Wang Tianlin) to amend the rules to allow him to run for re-election. Meanwhile, Jimmy (played by Louis Koo), who has a large following, is seen as the favorite candidate for the new administrator, but he is only focused on his business. During a transaction, Jimmy is arrested in the mainland, and the other party warns him not to engage in business activities unless he becomes the administrator. For the greater plan, Jimmy eventually turns against Ah Lok and competes to become the administrator. On the other hand, to eliminate obstacles, Ah Lok convinces Dongguan Boy (played by Dennis Tong) to join forces with him, kidnapping Jimmy's boss to force him to give up.
