Car salesperson Lee Jung-soo (played by Ha Jung-woo) is on his way to his daughter's birthday party after finishing work when he passes through the newly opened Heta Tunnel. Suddenly, an earthquake strikes, leaving him stranded for the next 35 days in the most isolated situation of his life. All he can do is dial 119 for help. The news of the tunnel collapse captures the attention of various sectors, attracting not only rescue teams but also a horde of bloodthirsty media outlets hungry for sensational news, as well as politicians eager to exploit the situation to boost their political profiles. Rescue team leader Kim Dae-gyeong (played by Oh Dal-su) must not only devise a rescue plan but also manage the on-site reporters and report to the showboating officials. The rescue operation is further complicated by unfavorable weather conditions. Finally, when excavation begins to attempt the rescue of the trapped individuals, it is discovered that the tunnel is a shoddy construction project. A series of setbacks extinguish any remaining hope, and things worsen when the rescue team's leader is tragically killed during the operation, and the significant expenditure from the national treasury fuels public outrage. This prompts the media to demand that Lee Jung-soo's wife, Seo Heon (played by Bae Doona), sign a document to abandon the rescue efforts. That day, the collapse of the tunnel not only caused a physical disaster but also ignited a scandal that exposed the flaws of modern society.
