An old and historic prison is about to be shut down, and the burly officer Tom Steel (played by Steven Seagal) is tasked with handling the aftermath, ensuring the remaining inmates are safely and properly transferred to a federal prison. For this, he enlists the help of his old buddy Manning (played by Steve Austin) from the military. On the final day of the inmate transfer, all matters are proceeding under tense circumstances, with the usually restless inmates becoming even more agitated. Prior to this, Tom received intelligence suggesting that some individuals were planning to collude from inside and outside the prison to take action during the transfer. That night, a group claiming to be government transfer personnel infiltrates the prison, attempting to abduct two female inmates named Samantha (played by Steph Song) and Charlotte (played by Aliyah O'Brien). The mystery surrounding the identities of the female inmates and the conspiracy behind the prison break unfold amidst a hail of gunfire and intense confrontations...
