Luffy (voiced by Mayumi Tanaka) and his Straw Hat Pirate crew embark on a new adventure in the New World, arriving at the largest entertainment city in the world—Gol D. Tesoro. This place is home to wealthy individuals, pirates, and navy personnel from around the globe, and it is recognized as an independent nation and a non-armed zone by the government, making it an "absolute sanctuary" that the World Government cannot easily interfere with. Known as the "Golden Emperor," Gol D. Tesoro (voiced by Hiroshi Tsuchida) is the supreme leader of the absolute sanctuary. It is said that he possesses extraordinary abilities after consuming the Gold-Gold Fruit, and he is methodically carrying out his plan to dominate the world. On the other hand, Luffy and his crew, who initially planned to make a fortune, fall into Gol D. Tesoro's financial trap and are subsequently drawn into a massive whirlpool involving the "Heavenly Gold" offered to the Celestial Dragons and the Revolutionary Army's resistance against the government. A new conflict is unavoidable... This film is the 13th theatrical adaptation of the classic manga series "One Piece."
