"Ghost Heihachiro" tells the story of a man during the late Edo period who is feared by extremely brutal thieves and referred to as "the Ghost." This man is none other than "Ghost Heihachiro," the Fire Department's Inspector of Thieves, Hasegawa Heihachiro. The Fire Department's Inspector of Thieves is a special police unit that not only enforces laws and punishes crimes within and outside of Edo City but also has the authority to apprehend criminals in other countries, making it a highly mobile organization. However, Heihachiro is not a rigid man who is solely dedicated to his duties; at times, he shows mercy to criminals. Heihachiro absolutely does not tolerate inhumane acts. The "Three Rules for Thieves" — no killing, no raping women, and no stealing from businesses on the verge of bankruptcy — are strictly followed. Those who violate these three rules and abandon humanity will never be forgiven.
