After Motoko Kusanagi, Batou teams up with Togusa, a detective by background. Recently, multiple incidents have occurred where humanoid robots kill their owners and then commit suicide. Since the victims' families have not filed lawsuits, and there are politicians and police officials among the deceased, the Public Security Section 9 sends Batou's team to investigate the case. All the killer robots are models produced by the Wasteland Company, and some of them have been modified to function as companions. Batou starts his investigation by focusing on the murder of a Wasteland Company shipping official, which leads him into a conflict with the Yakuza. During the chaos, someone hacks into his brain, causing him to self-harm. Batou decides to head straight to the Wasteland Company's headquarters. He and Togusa visit Kim, a hacker on Kunashir Island, who sets up a system trap. Fortunately, Motoko warns Togusa in time, preventing him from falling under control. Using the lead from Kim, Batou boards the Wasteland Company's factory ship on the sea, where Motoko once again appears by his side, fighting alongside him.
